Rural Management - 1

Why Rural economy is always in a poor state ?

Poverty exists in both rural and urban India. Slums are visible signs of poverty in the our cities. Slums are our failure in planning to implement an affordable housing in metros for the poor migrants at the cost of welfare state.

There is an immense migration of the landless labours in cities from the rural areas. Many reasons can be cited for this state such as failure of rural economy, regional nature of growth, absence of basic civic amenities in rural India and caste discrimination in rural India. Poor people can afford the physical torture of the slums but cannot bear the mental torture of rural habitation caused due to caste discrimination. In slums people have only class identity and not caste identity.

There is a huge connection between poverty and caste system in India. Majority of land in rural India is in the possession of minority upper castes. Hence, all the subsidies and growth in the agricultural sector is enjoyed by this minority rich and relatively more educated class. Productive assets must be created for the landless rural population.

Planning and implementation in India are very centralized. Local self-governance is dysfunctional as transparency and accountability is lacking in the institutions. Social-auditing to the rural projects are absent. Local self government Institution should be involved in planning and decision making. Rural projects of the government and working of the local self government should be brought under the purview of e-governance for transparency. But a country with a low literacy rate, e- governance is still a dream.

Poverty can be well understood by this simple example. Deputy Governor of the Reserve Bank of India says that 46 percent of the farmers who own a mobile phone do not have a bank account.We need 'Financial Inclusion' for every citizen of this country. Financial Inclusion means, providing financial services to one and all, irrespective of their income and the place they belong to.

Five Articles on Social and Financial Issues in Rural India:-

1- Money for nothing. And misery for free : Afer a promising start, the microfinance story became one of desperate need on one side and greed and politics on the other, reports Rohini Mohan. Photographs by Vijay Pandey. Microfinance has created deeper crisis socially, about the creation of a life on credit.

MFIs typically borrow from banks at 11- 15 percent interest but charge 24-30 percent, including the operation cost of traveling to remote villages, and factoring in possible defaults. Unlike in an SHG, where the loan is given to the group, the MFI gives loans to an individual who is backed by a group guarantee.

2- Hiware Bazar: Model Village for the Nation ; A five pronged approach has been adopted for the socio-economic infrastructure of the village that includes : Free labour, Ban on Grazing, Ban on Tree Cutting, Ban on Liquor and Family Planning.

3- Tiding over farm woes: Reaping the advantage - Farmers’ unions, who only organise protests demanding higher prices, have failed to educate their members. And only way to pull out farmers from the vicious cycle of indebtedness is to push them out of the Green Revolution model of farming.

Why Hindu is a Hindu ?

An odd sort of joke about Hinduism in general is that where the Western religions face up to scientific discoveries with an attitude of "That's blasphemy! You're going to Hell!", Hinduism faces up to them with an attitude of "See? I told you so! We knew it centuries before you did!"

Hinduism as a collection of schools of thoughts is extraordinary, but when you top it off with senseless rituals and practices, contradictory theories, and nationalism and Hindutva forces, it is as dangerous as any other religion. It doesn't denounce brain and have more sophisticated worldview than the Judeo-Christian-Muslim tradition.

It is difficult to debate Hindus because they take advantage of the fact that Hinduism is an unorganized religion. It is fragmented to the level, where one can cherry-pick the "goodies" and glorify Hinduism, but when shown the utter inconsistencies, majority easily disqualify it saying that some sects have them and not Hinduism as a whole.

And due to Hinduism's inherent nature that "Everything is God", nobody really cared what to worship and what not to worship. One thing about Hinduism is that it also embraces atheism into its fold, thus arguing with a Hindu is a pointless exercise.

Why a person follows ones religious identity ? Ask this question to a Christian, Muslim and Parsi, the answer xyz is a follower/believer of Jesus/Islam/Zoroaster. Now ask the same question to a Hindu and there is no doubt that he will be completely bewildered and would not know what to say. Why Hindu is a Hindu ?

B R Ambedkar provides an insight of this puzzling identity question ----

If he says that "I am a Hindu because I hold to the beliefs of the Hindus" his answer cannot be right for here one is confronted with the fact that Hinduism has no definite creed. The beliefs of persons who are by all admitted to be Hindus often differ more widely from each other than do those of Christians and Muhammadans. Limiting the issue to cardinal beliefs the Hindus differ among themselves as to the beliefs which arc of cardinal importance. Some say that all the Hindu scriptures must be accepted, but some would exclude the Tantras, while others would regard only the Vedas as of primary importance; some again think that the sole essential is belief in the doctrine of karma and metempsychosis.

A complex congeries of creeds and doctrines is Hinduism. It shelters within its portals monotheists, polytheists and pantheists; worshippers of the great Gods Shiva and Vishnu or of their female counterparts,.as well as worshippers of the divine mothers or the spirits of trees, rocks and streams and the tutelary village deities; persons who propitiate their deity by all manner of bloody sacrifices, and persons who will not only kill no living creature but who must not even use the word 'cut '; those whose ritual consists mainly of prayers and hymns, and those who indulge in unspeakable orgies in the name of religion; and a host of more or less heterodox sectaries, many of whom deny the supremacy of the Brahmans, or at least have non-Brahmanical religious leaders.

If he says that he is a Hindu because he observes the same customs as other Hindus do his answer cannot be true. For all Hindus do not observe the same customs.

In the north near relatives are forbidden to marry; but in the south cousin marriage is prescribed, and even closer alliances are sometimes permitted. As a rule female chastity is highly valued, but some communities set little store by it, at any rate prior to marriage, and others make it a rule to dedicate one daughter to a life of religious prostitution. In some parts the women move about freely; in others they are kept secluded. In some parts they wear skirts; in others trousers.

Again if he said that he is a Hindu because he believes in the caste system his answer cannot be accepted as satisfactory. It is quite true that no Hindu is interested in what his neighbour believes, but he is very much interested in knowing whether he can eat with him or take water from his hands. In other words it means that the caste system is an essential feature of Hinduism and a man who does not belong to a recognized Hindu Caste cannot be a Hindu. While all this is true it must not be forgotten that observance of caste is not enough. Many Musalmans and many Christians observe caste if not in the matter of inter-dining certainly in the matter of inter-marriage. But they cannot be called Hindus on that account. Both elements must be present. He must be a Hindu and he must also observe caste. This brings us back to the old question who is a Hindu? It leaves us where we are.

Is it not a question for every Hindu to consider why in the matter of his own religion his position is so embarrassing and so puzzling? Why is he not able to answer so simple a question which every Parsi, every Christian, and every Muslim can answer? Is it not time that he should ask himself what are the causes that has brought about this Religious chaos ? "

Only rigid rule defining the identity and followed by Hinduism is the caste system. And Hinduism become extremely authoritarian if you try to leave the caste or go for inter-caste marriages. As the Bible and Koran has allowed for the justification of slavery, the Hindu texts have allowed for the subjugation of a significant group of people under the caste system. It can't be denied that the Hindu texts are still used to support the caste system.

This undefined territory can only give space to people to exist as an individual and think freely. That is where I differ from Dr. Ambedkar about chaos factor. Any system or an institution will only produce followers.Organization made by human will always be incoherent and suppress the uniqueness and individuality of the participant. Nobody can regard a rag (Religious textbooks) to be binding and infallible because a philosopher or prophet came forward to lend his authority to such a proposal.

One thing become clear that Religion isn't definitely the source of all morality. And any religion and institution denying them will decay with the time.

Caste in India

I was reading an article about casteism by Aditya Nigam published under Caste Politics in India in an South Asian journal. Quoting a paragraph on Mandal commission will be necessary :

"What was interesting about the agitation and the highly charged public debate that followed, was that it was entirely conducted, from the side of the opponents of the Mandal Commission, in the most immaculate secular and modern language of ‘merit’ and ‘efficiency’. The question was posed as one of dilution, if not the elimination, of merit at the cost of getting in ‘unworthy’ and ‘undeserving’ people simply because they happened to belong to certain castes. 'Would you like to be operated upon by a doctor who had became one through reservations?' 'Would you like to fly by an aircraft that was piloted by a reservation pilot?' Such were the kinds of questions that were asked by the anti-Mandalites in these discussions. Not once was the question of upper-caste and brahminical privilege ever articulated as a question of caste-privilege. Even more interesting was the fact that the more sophisticated among the anti-Mandalites were prepared to accept that there was a question of privilege involved here but that should be addressed in terms of ‘class’: that ‘economic’ rather than caste criteria should be made the basis of reservations. The question was really one of poverty, they argued, rather than that of caste."

A village, normally speaking, is backward intellectually and culturally and no progress can be made from a backward environment. Narrow-minded people are much more likely to be untruthful and violent. - J N Nehru.

This quote about rural areas will take our discussion further.  While chacha Nehru was right in his analysis, he did little to provide basic infrastructure of primary and secondary education in rural areas. Democracy introduced before an industrial revolution takes hold, dramatically tilts power to rural areas. Indian movies of those times where protagonist from cities where evil and villainous if not then unreliable confirms stereotyping ;

Land is an assest in the villages that shows the hold of any caste in the region. The green revolution had come to India and turned many mid level peasant castes into prosperous communities who will form a localized group aspired for political voice matched with new economic strength. Now, this group emerges as more powerful faction and higher caste movement towards cities for better life style started with the backup of resources at the country side. So inequality prevails even after abolition of Zamindari system and rise of service class as reach of education was mostly limited to GE and OBC groups.

More can be read on this issue in Ramchandra Guha book : India after Gandhi; However the political impact of this was visible in UP in 1993. Going with Aditya article only ---

"The problem however, began after the first alliance of the BSP and the Samajwadi Party led by Mulayam Singh Yadav, representing the backward castes formed its government in UP in 1993. Within a short time it became apparent that as soon as the political pact that was forged between the parties moved toward the countryside, sharp conflicts between the two groups began playing themselves out. It was during the panchayat elections that the conflicts became really serious and many Dalit leaders and intellectuals realised that much of their present conflict in the villages was with the dominant backward castes who had consolidated their hold following the post-independence land reforms. In many states, it was these castes, comprising the erstwhile tenants, now become landowners, who were their main oppressors. And they were not willing to change their attitude towards Dalits in everyday matters, even in the face of the political alliance at the state level. In many areas it was they who had been preventing the Dalits even from casting their votes."

Urban areas are politically catalyst for political reforms till now in India. It was in cities that political dissent against imperial rule emerged and where educated middle class began to migrate after the independence. Primary centers of new ideas, intellectuals and university across all fields of art, science and economics are currently working in urban areas. Our romantic and aesthetic view of village is wrong as change in economic conditions of Dalits has not much affected their social status in villages. It is not that urban areas are immune the caste factor but it is less in comparison to our villages. Only political equality has been established through reservation in government, the social equality is a far distant dream today.

Urban or Rural societies much like many other human attributes, occur along a continuum ranging from the dysfunctional to the good. Not all of them in all their aspects are good. Many advantages are inherited than inherent in the upper caste who lives with an air of superiority. Also, norms of quality, merit and talent are governed by market forces not through the idealistic notion of merit and talent.

Questions of Identity & Caste

Questions of Identity, Caste & State has bothered me from long time. This article is mine stand at present moment on these issues. I will start this article on the caste matters with the opinion of two prominent bloggers.

1- My friend Apocryphal pointed correctly about mentality of upper caste Hindus: For them, Caste is passe. That is no longer a problem, the problem of course is ‘reservation’. All problems radiate from ‘reservation’ playing it out through ‘vote bank politics’.

2- Namit Sir on famous Shunya blog was telling his experience on this issue : An upper caste friend recently complained that reservations are socially divisive and instigate disharmony. I had to laugh. Isn't the caste hierarchy all about social division? Caste identities have been strong for ages, since folks marry within their own. If caste now also shapes political consciousness, it is because, in part, its members share a common experience of discrimination and inherited disadvantage. If the db level in society has gone up, it's because the lower castes are unwilling to put up with the "harmonious" arrangements of the past. They want a greater share of the opportunities and resources they think is their due, and the primary tactic open to them is via political alliances and lobbying for favorable government policies. So it's easy to understand why caste politics has gained prominence in India.

Dignity comes from choice and recognition in the society. It is the reason of emergence of caste identities and their relation with honour. Every leader of independence has been reduced into mere representative of their caste group - ex Sardar Patel or B R Ambedkar. A breaking away from the past in the search of new identity had began and now, each caste based community is outraged by any reference to the downtrodden past. Shyam Benegal pointed out this phenomena very poignantly:

In the process of dismantling caste equations, some of the Other Backward Classes (OBCs) and Dalit communities give themselves identities that no longer associate them with their traditional professions. The new identity requires a reworking of community histories and mythology. Any reference to the old identity can only seem offensive. As part of the mainstream, they are likely to lose their special identity.

It is largely for this reason that it becomes important for them to adopt dominant forms of expression so that others may hear or understand their points of view. Even more important for them is to establish their view as the last word. Any expression that they perceive as an attack on their identity is responded to with considerable vehemence.

Take the case of caste census. There is huge uproar in liberal minded higher caste Indians to ignore census based on caste and put their identity as Indians only. They are already privileged part of society and don't need caste labels for their growth in any field. I feel data is needed to see through caste based system arrangement in vast country like India. The national census is the only source of primary and credible data in India and is used not just to formulate government policies but also by private sectors. Groups will always raise their voice for the sake of stake in the reservation and trail towards more caste based society. There is dire need of the restructuring of society and informed stats will be more helpful in the era of vote bank politics and social engineering. We need to count caste in this census to annihilate it.
 
Prof. Kancha Ilaiah has explained this in his article: Who’s afraid of caste census?
 
"Caste culture is all around us. In the dalit-bahujan discourse, the upper castes are being shown as constituting less than 15 per cent. This could be totally wrong. Even within the lower castes there are several false claims about numbers. Every caste claims that it is numerically the strongest and keeps asking for its “rightful” share. How to tell them that their claims are wrong? When caste has become such an important category of day-to-day reckoning it is important to have proper data at hand to tell communities that they constitute this much and cannot ask for more than their share.

It is true that we cannot distribute everything based on caste. But caste census is the right basis for statistics such as literacy rate and issues like the proportion of representation. Once we cite the Census data there cannot be any authentic opposition to that evidence. The upper caste intelligentsia is afraid that once detailed data on number of people in lower castes is available it would become a major ground for asking for accurate proportional representation in certain sectors, such as education and employment. "
 
George Orwell's warning that a corrupt system will if unchanged, stay corrupt even if power shifts hands from its tryants to its past victims - and soon enough, as he wrote, ' it's impossible to tell which is which ' ; When a long abuse of power is corrected, it is generally replaced by an opposite violence. In the new dispensations, all that was good in what went before is tarred indiscriminately with the bad. Those who have to face political or social persecution become highly polarized.

Power shifted from the hands of the Brahmins to low caste will have bad affects till few decades. It is bound to happen and politics of revenge than cooperation will prevail for few decades. Slowly, caste will take back seat and new identites based on new parameters will emerge in the society. This help me to understand importance of democratic & political model in this upheaval of Hindu society. Democracy was never meant for electoral representation of all, it was there to annihilate the destructive and violent outbursts of groups against each other through people consensus. It's about the common weakness that makes us susceptible not just to any bigotry but to political polarization: our propensity to see one another as members of groups rather than as individuals.

What's in a Surname?

I read a book review of 'The Indians' By Sudhir Kakar & Katharina Kakar in the blog of my freind Abdusalaam al-Hindi. I will quote a paragraph of the book as it shows about Indians particularly deep rooted in Hindus.

The inner experience of caste : The preoccupation of the caste system with high and low has been associated with suffering and humiliation for several millions through the centuries. As the Marathi poet Govindraj puts it, Hindu society is made up of men 'who bow their heads to the kicks from above and who simultaneously give a kick below, never thinking to resist the one or refrain from the other.' The hierarchy is so fine tuned that even a low caste will always find another caste that is inferior to it, thus mitigating some of the narcissistic injury suffered by it at being seen as inferior. Thus for instance, 'among those lowest scavenging sections which remove night soil there is still a distinction: those who serve in private houses consider themselves higher than those who clean public latrines.' [pp 27, 28]

Few trends happening in our society are shocking and need immediate attention : Khap Panchayat rulings and rape cases against lower caste women. These are two sensitive news stories traced by me on these issue.

Doomed by Caste Damned by Gender: Rape continues to be a weapon of oppression against Dalits in Uttar Pradesh, despite the state having a Chief Minister who is herself a woman and a Dalit. Tracked by Shobhita Naithani of Tehelka.

A Taliban Of Our Very Own: Murder, rape and exile are routine punishments for these parallel Parliaments. Neha Dixit of Tehelka tracks Khap panchayats across north India and covers this burning issue.

There is the bulk of crime happening in the name of honour and caste. Even if the coverage amounts to drive-by journalism generates a ton of anecdote and graphic details about individual case but not a pinch of leavening context to help frame and explain crime and mentality behind it. Let me quote of Dr. Ambedkar in this scenario:

“It is usual to hear all those who feel moved by the deplorable condition of the Untouchables unburden themselves by uttering the cry “We must do something for the Untouchables”. One seldom hears any of the persons interested in the problem saying ‘Let us do something to change the Touchable Hindu.’ ”

When the elite practices social and castiest discrimination in the daily lives, the social order below will follow that only. Bottom up civil consciousness on caste or gender discrimination is absent in our country. Our society is clashing with the struggle between doing the right thing and doing the honorable thing. There should be absolutely no place for traditions that deny another human being dignity.

Mistakes are understandable in this fight. Surrendering isn’t. Whether who will prevail is another matter, there is a limit beyond which law cannot be further broken and conscience further outraged. I have asked a question in the title of the post: What's in a Surname? Its answer is : In A Casteist Society, Everything !

Reforming the Hindus -1

In Indian society one is surrounded by false values right from birth irrespective of religious background. Rare People try to change the notion of modernism and put reforms in this plural democratic nation. Today, the language of secularism and equality is different from ground realities.

Despite faith based flaws of Abhrahmic religion, it considers all humans equal. While Hindu considers and see people in  hierarchical manner. Leave this old theoretical aspect of religion and culture aside. Look into Hindu Law (not obsolete and biased Manu Smriti) through insight of an excellent article of Ramchandra Guha :

Those who want to explore the details of these changes are directed to Mulla's massive Principles of Hindu Law (now in its 18th edition), or to the works of the leading authority on the subject, Professor J.D.M. Derrett. For our purposes, it is enough to summarise the major changes as follows; (1) For the first time, the widow and daughter were awarded the same share of property as the son; (2) for the first time, women were allowed to divorce a cruel or negligent husband; (3) for the first time, the husband was prohibited from taking a second wife; (4) for the first time, a man and woman of different castes could be married under Hindu law; (5) for the first time, a Hindu couple could adopt a child of a different caste.

BJP is termed as Brahmin Bania party in public and it has gained popularity with economic reforms and growing Hindu nationalism. It always jumps on proving the role of Hindus as reform supporting and secular. That is indeed true but not because of them for sure. Now, our RSS and BJP supporter guys should be asking for the constructive role of their party in the Hindu law reforms. I will tell that also ( same source as before) :

In the vanguard of the opposition was the Rashtriya Swayamsevak Sangh (RSS). In a single year, 1949, the RSS organised as many as 79 meetings in Delhi where effigies of Nehru and Ambedkar were burnt, and where the new Bill was denounced as an attack on Hindu culture and tradition.

A major leader of the movement against the new Bill was a certain Swami Karpatri. In speeches in Delhi and elsewhere, he challenged Ambedkar to a public debate on the new Code. To the Law Minister's claim that the Shastras did not really favour polygamy, Swami Karpatri quoted Yagnavalkya: "If the wife is a habitual drunkard, a confirmed invalid, a cunning, a barren or a spendthrift woman, if she is bitter-tongued, if she has got only daughters and no son, if she hates her husband, (then) the husband can marry a second wife even while the first is living." The Swami supplied the precise citation for this injunction: the third verse of the third chapter of the third section of Yagnavalkya's Smriti on marriage. He did not however tell us whether the injunction also allowed the wife to take another husband if the existing one was a drunkard, bitter-tongued, a spendthrift, etc.

Mahatma Gandhi, Jawaharlal Nehru, and B.R. Ambedkar are the reformers who pushed the limits of high caste and class oriented Hindus towards reforms. There was opposition from upper caste leaders of  congress but that were brushed aside by charismatic and soft dictatorial nature of Jawaharlal Nehru. Again quoting the same article:

These three great reformers were Mahatma Gandhi, Jawaharlal Nehru, and B.R. Ambedkar. Gandhi and Nehru, working together, helped Hindus make their peace with modern ideas of democracy and secularism. Gandhi and Ambedkar, working by contrasting methods and in opposition to one another, made Hindus recognise the evils and horrors of the system of untouchability. Nehru and Ambedkar, working sometimes together, sometimes separately, forced Hindus to grant, in law if not always in practice, equal rights to their women.

I will like to express one more blow on the defenders of new Hindutva forces. Like any other religion, they also shed their brains in the matter of faith (as defenders of Islamic forces shouted on the ban of the veil in France). Around 1987, BJP insisted, that if a widow volunteers to burn herself on her husband’s pyre, her choice should be respected. Look in the Hindu article for details.

It is most difficult to enact resides where our old, entrenched interest have grown deep, stubborn roots. The strength of any culture will always be reason and flexibility, not dogma and posturing. That had helped in past and will guide Hindus in the future also. Hindus don't have to be brilliant to see this but must be committed towards equality of gender and cast, seeing the initiative through. And upcoming this requires massive popular will. The inability to argue out issues without being tagged with labels has allowed a cobweb of ad ideas to persist in our approach to democratic discussion.  Don't know what I will be tagged as after this post. :)

The first step in solving any issue is accepting the presence of the problem. A man convinced against will is of the same opinion still. So let us broadened our opinions about issues here -

Disturbing Trend in Civilization -3

I was trying to complete this series in the draft form long ago. Roshmi bombarded me with comments in 2nd part of the series and I became busy in reading history of Pakistan. While 3rd part of this trend comes to my notice during debate with my sister. There was talk about equality, merit and anti casteism without seeing the ground level discrimination's practised in the society. I recall only rough details of our conversation :

- She was clearly seeing the 'quota' as a toy given to each section of society who makes fuss about it. She was holding very strong points over implementation of the anti discriminatory laws and strict punishment to law breakers.

It is not about the implication of laws but raising of consciousness over these issue. Upper caste Hindus how much they shout will never take action against one of their own over dalit issues. It is that their conscience is not a public conscience but a caste conscience, imbued with values derived from caste.

- Quotacracy is indeed harming our Democratic model but this newly emerged middle class simply don't want to accept wrong doing of the past generations. She treat everyone without any caste and religion prejudice.

This is a nice ethical values emergence in our pro west oriented youths. But, simply you can't escape the right or wrong doings of the past. It is indeed endurance needed by the guys championing the merit case until everybody is bought to level field.

- The heavy argument against any reservation per se is that it compromises with the quality and merit. bring them at par with the privileged sections.

Those who enjoy subsidised public education catches the flight of private sector on first sight on high pay packages. Its right decision only. I am in support of it. But asking government to give them subsidized education and merit based job without reservation is wrong attitude. Such group never argues hard for the abolition of management quota in the private colleges despite of its non merit selection.

Don't take sides in this arguments. The aim of our argument is to understand and reach the root cause of caste based discrimination. What I observe today an emerging middle class, resistant to a democratization that might jeopardize the social and economic privileges they enjoy in an undemocratic system. Even to this day, upper and lower caste do not eat in the same plate or drink from the same glass. And blindly accepted as a matter-of-fact social norm by majority. A few youth with equality crusaders are indeed needed if they just maintain their view after coming out of their ivory towers. Have a brief Look on the India Untouched ---

The story of Dalit oppression is not just about the occasional horrific incidents of lynching, rape and mass murder, but also about the everyday slights, the subtle and not-so-subtle process by which human beings were systematically reduced to an under-class, a sub-species that did not merit full human consideration. This prejudice cannot get reversed by a stroke of the pen, or the success of a single generation- it runs deep and howls wild. India Unreported

There is one incredible India and one untouchable India. - Manjula Pradeep;







Tradition are poured inside the child through their parents first. All of the parents teach their children about ethics and values. Still, parents themselves practice some form of caste and religious discrimination. The rituals of marriage and eating's give children first hand knowledge and practice of discrimination. Our education system gives very little information about caste atrocities. There should be complete restructuring of society which openly commits caste discrimination and it is not told as a crime for normal routine.

The Governments in the past have viewed the communal riots or caste atrocities as a matter of law and order, and hence they have failed to evolve a just society. There is a rise of an individual and followed by a group in opportunist way on the name of caste. The badlands of India in its small villages, have their own on-going caste wars, con-men and utter lawlessness. The lesson of history is that suppressive and discrimination practices against social equality movements don't work. In the short term they can disrupt and demoralise, but if the movement is socially rooted, the success will come one day. Moderation and tolerance are essential prerequisites of development in the majority-minority relations.

Caste and Education

Caste is so complex matter that it is constantly changing and adjusting to new circumstances. This poses a great challenge for all of us because it is deeply embedded in the mind of India and caste attitudes are not fading away even after so much education. Today, Indian society still retains part of the age old caste system and that Dalits still face social stigma even in urban circles. The manners and food habits of those from the lower section of the social ladder are still laughed at by the so-called upper class who are unwilling to let them enter their world unless it is for their benefit.

1- 26th January is approaching near, still a question arises in my mind. Why eminent persons like Dr. Ambedkar, Sardar Patel and Ram Manohar Lohia are reduced and viewed as caste representative leaders in political circles ? 'Blowin' in the Hind' is an article exploring about Dr. Ambedkar on the eve of the Great Indian Republic day.

2- A special report from the 2nd day of Jaipur Literature Festival :

The session on Dalit literature, titled, Outcaste: The Search for Public Conscience was the most provocative of the festival so far, with the panel of Dalit writers, Kancha Illaiah, OP Valmiki and P Sivakami making a passionate case for why the caste system will not go unless Hinduism goes.

“The reason most Hindus don't get worked up enough about atrocities against Dalits is that their conscience is not a public conscience but a caste conscience, imbued with values derived from caste,” said P Sivakami, the Tamil novelist.

Kancha Illaiah, author of Why I am Not A Hindu, turned up the heat further, by stating, “Hinduism is spiritual fascism.”


3- I love my Alma mater very much. But, often it comes in negative light unconsciously.
Now , Banaras Hindu University has picked K.P. Singh as director of its engineering wing. He is accused by the Uttar Pradesh government in a 2007 state medical examination scam , which is set to become India’s newest IIT. As this archival news item show:

Bahujan Samaj Party Government on Thursday recommended the dismissal of the Vice Chancellor of Vir Bahadur Singh Poorvanchal University, Jaunpur, K.P. Singh. The examinations were conducted by Poorvanchal University and Prof. Singh was the Chairman of UPCPMT, 2007.

The Government’s decision to sack Prof. Singh was based on the findings of the nine-member high-power committee. The panel was constituted by the Uttar Pradesh Chief Minister, Mayawati, on June 15 following large-scale violence by students in the aftermath of the results announced on June 14.


Few days ago, The Telegraph breaks out the news that caste is given priority over merit in the picking of the director of IT-BHU.

BHU vice-chancellor D.P. Singh insisted that all norms had been followed in the selection. He told The Telegraph: “The executive council has picked K.P. Singh on my recommendation because he presents us with the best balance between seniority and time left before retirement. I don’t pick people on the basis of their caste.”

Traditionally, BHU picks the senior-most available faculty member to head its institutes. Critics of K.P. Singh’s selection say civil engineer and dean Virendra Singh, senior-most after outgoing IT-BHU director Upadhyay, was ignored.

K.P. Singh and D.P. Singh are both Thakurs, as are six of the 10 BHU executive council members, the critics said. Upadhyay, who has a year before retirement, is a Brahmin.


Still, I have doubt on Mayawati's honest stance of sacking K. P. Singh in 2007 due to her sheer corruption prone nature and dictator style governance. Charu Sudan Kasturi has covered this story in an honest way. But, we are at the peak moment of conversion of ITBHU to IIT. I don't know the truth but caste, corruption and education are intermingled with each other to deepest fathom in our Indian society.

Jihad against Caste Discrimination

I am always in the favor of inclusive development of backward caste and tribe with general caste. Equality, dignity and merit to GE, OBC & SC, ST irrespective of their caste backgrounds. I always think that government gives equal ground through regulations and reservation in theory only. I don't know that our higher caste Hindu is now accepting lower caste as their equals or not. I always ask elders that has society became more feudal, caste oriented and communal than 60 years ago ? No clear cut answers. People still ask surname with smile to map out the caste and ancestry in their minds. I hope one day caste discrimination will fade away and it will remind us of our ethnicity only.

"If you ask a Bollywood filmmaker whether this is actually what he is defending, he will be surprised. He believes that the values he is defending in his film are universal — love, family, country, religion... The word ‘caste’ would never cross his mind. Then how do we say that Bollywood films defend caste society?

The arranged marriage or marriage with parental sanction is an institution that supports, that takes the load of caste society through absolute parental authority when it comes to marriage or any other kind of relationship with the opposite sex. This parental authority is taken for granted in Bollywood films. There is no need to even explain it. The world of Bollywood cinema is so cleansed of caste and religion that one is almost tempted to believe that one is dealing with a bunch of ultra-liberals for whom caste and religion do not define the human personality. But the real reason for this absence is that women must not make the wrong sexual choice that could lead to the collapse of society as we know it. So, the world of Bollywood cinema is shown to be a ‘natural’ world, where upper caste Punjabi men are linked up with upper caste Punjabi women without the problematic obstacle of caste ever coming in the way of their union. Whereas, in reality, especially for the middle-class, caste is an overriding factor in marriage in particular and sexual relations in general."

Language and Caste

Words are often served both as a sign of resentment and as an expression of pain. There is huge power in the words to heal or injure anyone. Suddenly, I introspect about Hindi vocab used mostly in northern Indian cities. I observed lately that words like 'chamaar', 'bhangi' and sometimes 'baniya' are used by higher caste Hindus to degenerate others in the sarcastic way. This usage of insulting vocab and idioms is high in the previous generation who had lived their childhood in the villages. But, it is embraced by youths of our generation in the daily usage unconsciously. I hope that this usage of caste based remarks will be extinct once notified to the concerned persons. Our changing language can easily reflect attitude towards equality and showcase ours hypocrisy.

Most of the high caste feel utmost pride in their caste. You can find several communities heading 'Proud to be .....' on orkut or facebook. Whole Hindu caste system is based on the inequality which divides people in four major varnas. It is in paradox of equality, fraternity and liberty. I don't believe that either caste system will be washed out in coming 50 years or social system based on the caste will cease to exist. The road ahead requires much introspection...

Recently, Gulzar was targeted on the usage of world 'teli ka tel' in song of the movie Kaminey and Priyedarshan had to remove Barber from the title of Billu Barber. Now, each caste based community is outraged by any reference to the downtrodden past. Shyam Benegal pointed out this phenomenon very poignantly:

In the process of dismantling caste equations, some of the Other Backward Classes (OBCs) and Dalit communities give themselves identities that no longer associate them with their traditional professions. The new identity requires a reworking of community histories and mythology. Any reference to the old identity can only seem offensive. As part of the mainstream, they are likely to lose their special identity.

It is largely for this reason that it becomes important for them to adopt dominant forms of expression so that others may hear or understand their points of view. Even more important for them is to establish their view as the last word. Any expression that they perceive as an attack on their identity is responded to with considerable vehemence.

Deconstruction of myths does not equate destruction, but rather the rethinking and rearranging of the symbolic meaning of history. Instead of judging, we should try to understand, and to this end history can be of use. Times are changing and it is time write new history..

Education in India is primarily looked for providing jobs like any other place. Still, there is no one seriously debating about social practices and caste based discrimination. We have to make a strong statement about human shortcomings and societal hypocrisy, by portraying people with realism and shunning sentimentality. Such a shift in thinking will take time to have an impact on our youths. All men are not created equal. It is the duty of each of us to make them so. I Write What I Like.

Usually, I write what I like but was taken back by a witty remark. Vijay Tendulkar has said a gem about writing - “It’s never about the writing. Anyone can write. It is about the observations.” So astute is his observation in this regard. Procrastination is the disease of lazy person like me and preparation of irma is lacking in honest efforts. Caste:
The ongoing session of the UN Human Rights Council in Geneva looks set to recognize caste- based discrimination as a human rights violation. This is done, despite India's opposition and following Nepal's breaking stand in support on the culturally sensitive issue. Hence, ours dream of caste annihilation is finally getting solid paper work. ( TOI report & Official version in pdf). Thanks Anu for bringing it to my notice.

Rewriting History: Some new studies done on the basis of genome project and anthropology are focusing evolution and human migration at India in new light. Soon our history will be changed with the backing up of more scientific evidence.

Attendance Issue: The bureaucrat's way of ensuring accountability is: Make sure people are physically present in the office, whether they work or not. Babushahi pretend to work and show off as they are busy. In most of our colleges only, we apply the bureaucrat's way of ensuring accountability of student by attendance: Make sure students are physically present in the classroom, whether they study or not. I may be wrong in my argument, but the need of min. percentage (75%) of attendance by students is same as new rule of min. 40 hours of work per week by teacher. [Even, Animesh Sir supported my observation]. And the funny point is that most of the teachers ensuring students attendance with tour de force are opposing this rule. Life hits hard, you never know........

Playing Devil's advocate for Banaras Hindu University

Banaras Hindu University is an internationally reputed temple of learning, situated in the holy city of Varanasi. This Creative and innovative university was founded by the great nationalist leader, Pandit Madan Mohan Malviya, in 1916 with cooperation of great personalities like Dr Annie Besant, who viewed it as the University of India.


Recently, The South Campus of the Banaras Hindu University is attempting to become the first carbon neutral (rate of emission and absorption of carbon being equal) university campus in the country, with a massive plantation drive of 1.76 lakh saplings on 400 acres of land under National Rural Employment Guarantee Act (NREGA) Scheme in the region. Already BHU has placed a ban on Coke and Pepsi on campus. They are the positive aspects of the development and more can be found out here.

These are good news but now I will embark our journey to some 'negative items' unknown in mainstream media. I often quote the Spanish born American philosopher, George Santayana, ''Those who do not remember their past, will be condemned to repeat it.” Hence remembering some forgotten chapters is indeed needed.

There is always a feeling that BHU is doing the country a great favor by its existence in the profit making education system. Nice trees & old buildings with great names attached to them is the first thing you notice when you come to BHU, Varanasi. It is an oasis of greenery in a desert of narrow, crowded and ill equipped infrastructure of Varanasi. Another thing one notices is the number of people from U.P. & Bihar here, which is close to despairingly high in student's population. Special section of North east, Nepal and foreign students are there, still an environment of national university is missing.

1- Once upon a time, BHU also had stand for “Banaras Hooligan's University" for its university election politics. Sandeep Pandey, Ramon Magsaysay award winner and alumnus of the Institute of Technology at the Banaras Hindu University (IT-BHU), says: "As a Banaras Hindu University student with a rosy picture of politics as an instrument of social change, I had run for the post of representative of the university’s Institute of Technology in 1985. It was a shocking experience: the candidates for the posts of president, vice-president and general-secretary asked me to align with them on the basis of a common caste, and they offered me access to any movie in town — and also liquor, if needed, for students who could pledge their votes. Having won the election, I attended the first few meetings of the union. They left me disillusioned for life about Indian electoral politics."

2- Oct 06 , 2007 News Item, Cast Color to Varsity Blues: " Rajesh Kumar Mishra, Congress MP from Varanasi, is leading a campaign against casteism at his alma mater Banaras Hindu University (BHU), alleging that its Vice-Chancellor Dr Panjab Singh has appointed Rajputs to all important posts and new recruitment. The “Thakurvaad” in BHU has Varanasi’s Brahmin academics up in arms, the Prime Minister’s Office has been requested to order an inquiry and fingers have been pointed at Human Resource Development Minister Arjun Singh, himself a Thakur from Madhya Pradesh.?"

The report seemed sour grapes for brahmins then. Anonymous (can be uncredible) that Brahmin forget the brahminvaad prevailing during Vice-Chancellor D.N. Mishra. who was better know as Do Nothing Mishra in student community. Little information about chronological list of VC of BHU. I don't know the follow up but pretty sure, Can there be Smoke without Fire ?

3- BHU Funds Scam(1956) : In one of the first instances of corruption in educational institutions, Benaras Hindu University officials were accused of misappropriation of funds worth Rs 50 lakh.

Great People in the respectable positions has taken corrupt route but I can't just digest the amount of money involved in the corruption in 1950's.

4- "Micro-inequities are ways in which people are ignored, disrespected, undermined, or somehow treated in a different (negative) way because of their gender or race (or some other intrinsic characteristic). A micro-inequity can be very micro. It can involve an action or words or even a tone of voice or a gesture. The inequity can be a deliberate attempt to harm someone or it can be unintentional, rooted in a person's perceptions about others. Whatever the source and however minor each separate event, over the years the cumulative effect of these little incidents, words, and gestures on an individual and on various segments of society (academia, business, even within families) is not so micro." These micro- inequalities exist in BHU, Varanasi like any other university or working place due to patriarchal society structure. Personally, I felt there exist gender segregation attitude in BHU administration. More light about this issue can be shed by the readers of this post only. I hope that my analysis was wrong...

Pankaj Mishra has written at length about foreign women in Benares who face frequent verbal and physical harassment. e.g., Chapter 14 of his book, `Butter Chicken in Ludhiana: Travels in small town India' (1995, Penguin India). He describes the harassment experienced by several foreign women students in Benares, whom he had interviewed. Indian women too suffer harassment, but the frequency and severity seem to be much worse for foreigners. Most of the women Mishra spoke to felt that the Benares Hindu University (BHU) was the most difficult place for them. One of the reasons conjectured for the situation is the emergence of a new class of people in BHU and in the city, who came there from the extremely feudal areas around Benares, combining the feudalism of their upbringing with the mindless consumerism of a growing city.

5- Babu Jagjivan RamMadhav Sadashiv Golwalkar are alumnus of this university only. Caste discrimination faced by Jagjivan Ram isn't discussed openly (take few exceptions of seminars) due to higher caste dominated university administration. And about Guruji, how pseudo secular people can call him as notable alumnus ? There are bad people in BHU, there are good people. Just like anywhere, really. This is not the attempt to defame BHU but to unearth some deeply hidden facts or mere fictions. Your views will be regarded in high respect for the sake of truth.

*In common parlance, a devil's advocate is someone who takes a position he or she does not necessarily agree with for the sake of Logical argument. This process can be used to test the quality of the original argument and identify weaknesses in its structure.

Let me recall the punchline of Popeye the Sailorman : “That’s all I can stands, I can’t stands no more!” . Cast out caste from our social system, it is killing talent based on the merit. The paragraphs given below are the the reproduction of a part of the interview of N. Murthy , Infosys Founder.

" The Indian society is a society of ideas. It is a society that has revered talk. In this society, articulation is mistaken for accomplishment. We are quite satisfied with our voice, with our writings. This is not a society that is focused on execution.

Frankly, the problem is due to our caste system and the dominance of Brahmins in our society for long period. The Brahminical system said my job is to think of the higher worlds. My job is to think of connecting you people with God. I don't want to do anything that has a relationship with the real world.

Now that is a problem that has played havoc with the Indian culture. So, here in this culture, if you do anything with your hands, it is considered less honourable that anything to do with your brain. Here everybody wants to be an engineer, nobody wants to be a technician. So when a society does not value implementation, execution, what happens is you create more and more reports and nothing gets done. "

We are not a nation of doers; we are a nation which believes that our articulation is our accomplishment.

I have put the view of N Murthy here for the gentle support of Anoop who put it eloquently as: Indian academicians and intellectuals are not ‘lazy’ but highly incompetent as they are the product of a society where merit is at premium. A caste-ridden society, where the caste interest and caste-pride take precedence over everything, can never produce genuine/objective scholars and academicians. Then, Anoop puts his emphasis on the fact --- Why have the Brahmins not produced a Voltaire? . Cast off Caste

I was talking to my flatmate yesterday. We had a small argument about intercaste marriage. He will not do intercaste marriage due to his family and community background. Thats, ok reply for me. Then, I fired next shell on him, " What about your daughter in the future?". He replied that he will go for intracaste marriage if the girl does not opt for the love marriage (consider it against his wish). I was astonished by his reply and blaming his impotency to stand on this issue on his family and community. I can imagine the upbringing of the girl (daughter) in that environment very easily. So full of prejudice and what more to say..

Most of the people who support intercaste marriage openly, they are not going to do that. They said that just to show people their pseudo open mindness. At the juncture point, they don't have guts to do that. And latter justify that he/she can't marry intercaste girl/boy because of there parents and relatives, community. The neutral accent of these people derail reforms more than brutal atrocities done by caste prejudices.

Rigid Stand of most people against inter caste marriage pisses me off and then on argument, they give bullshit theories of tradition, caste superiority and then fear of society. I believe them as the same people who suffer from white man syndrome. I was giving previous example from daily life to show you that educational degree does not reflect mindset of an individual . Its the broad mindset to accept and judge things rationaly on the basis of merit rather tradition or style which matters most in our life.

From 5 years, I am learning about new India and Indians strangely hidden by mass media from us. I am pretty sure that only few people reading this blog will be aware of the name of Martin Luther King Jr. and Civil Rights movement in America. Strangely, But I am damn sure that none of my friends (Read: Hindutva follower) will be knowing about Self-Respect Movement started by Periyar in Tamilnadu a century above. Getting the youth involved is crucial in the process of social change against caste discrimnation. The root of this prejudice lies deep in our histories, but its impact is felt every day.
